Here are your answers: 1) there is no time limit to change the status from "new". Some bugs can stay in "new" for the lifetime of the bug.
2) The user has the ability to install gvfs-fuse if it is needed. Not all of us actually use gigolo, and not all of us need gvfs-fuse. The fact that the user can install gvfs-fuse removes entirely the idea that SMB mounts are impossible.
