same thing here on a lucid install.

there is no .gnumericrc file present in my home.
i did not check about gconf settings.

however: as a workaround you can go to main menu -> tools -> plug-ins...
-> plugin-in list -> activate all

after that the list of graphs was populated for me.

i think there should be some better information displayed when no
plotting plugins are found instead of displaying an empty list...

  In Gutsy, I cannot generate plots/graphs in Gnumeric. In the graph
  wizard, the list of plot types is empty.
  
  After purging gnumeric and reinstalling it, the list of plot types was
  back. But the "next" button was disabled, so I could not finish the
  plot. "Insert" just inserts an empty plot. After a reboot, the list was
  empty again.
  
  Since Gnumeric is in main and is the default spreadsheet application of
  Xubuntu, this is quite critical. I hope the few days till the release
  will be enough to fix this. Like this, Gnumeric is really hardly usable.
