In the GNOME session, when the contact list is displayed, right-clicking
on the icon in the bottom toolbar only gives you a "close" option. If
you select it, the contact list window goes away, but empathy remains
running. This behavior is consistent with what I expect "close" behavior
to be.

In the Unity session, when the contact list is displayed, right-clicking
the icon in the app launcher shows a "quit" option. As per the initial
bug report, "quit" means the entire application should quit. However,
selecting "quit" merely closes the contact list window, and again,
empathy remains running.

I will attach 2 screen shots.
