This is a rather exotic bug. I'm actually not sure why it didn't happen
in 10.04!
The way we make this question appear in expert mode but not in other
modes is by way of this code in a preseed/early_command:
. /usr/share/debconf/confmodule; db_get debconf/priority; case $RET in
low|medium) db_fset tasksel/first seen false ;; esac
However, this isn't enough to carry that setting over to the debconf
database in /target. I suspect that we need to do something like this,
clumsy though it is:
. /usr/share/debconf/confmodule; db_get debconf/priority; case $RET in
low|medium) tmp="$(mktemp -t)"; echo 'tasksel tasksel/first seen false'
>"$tmp"; debconf-set-selections "$tmp" ;; esac
I'll need to test this before going ahead with it, though.
