Not fixed for me in Ubuntu 10.10 on Acer Aspire One 521 with Radeon HD4225.
With fglrx driver neither the launcher on the left, nor the panel appears. Also the window manager is not present. Starting with a gnome-terminal as an "autostart" app shows nothing but the terminal without any window around it. Starting either Unity or Mutter from this terminal only gives "Segmentation fault". Starting Metacity from that terminal works fine though. The opensource driver works okay. It may not be as good accelerated as the proprietary one but is okay.
