Thanks for reporting this bug and any supporting documentation. Since
this bug has enough information provided for a developer to begin work,
I'm going to mark it as confirmed and let them handle it from here.
For the visually impaired user, this can be detrimental to use of the
system. We do rely a lot on being able to hear the system sounds and
screen-reader speaking, without disturbing other people around us. Not
being able to determine where the volume is set easily makes that
difficult.
