I'm also seeing this bug, currently using Xubuntu 10.10. I can't launch xfce4-panel at all, either from Alt-f2 or from the terminal. The panel just flashes a couple of times as if it's trying to run, before it fails. Running it in the terminal returns a floating point exception.
I haven't tried messing with /.config yet, but I'll give that a go when I get home tonight. In the meantime, I'm not able to connect to wireless networks using nm- applet, as I only access it from the panel.
