I don't know who "Mutter" is, but yes, that sounds right. It's normally quite handy to redefine the "Windows-X" keys, because normally Linux distros have no use for them. I normally set one up for opening a terminal, one for vim, one for settings, etc, etc, etc...
BUT, on latest Ubuntu netbook edition, I can't. As soon as I press the "windows" key, numbers come up on the program launcher, and can't use my keyboard settings.
