I also see this bug. After maximizing a window I can no longer use its titlebar, the only way to restore "sane" behaviour is to unmaximize it from wnck-applet.
I found that this problem didn't happen with the default configuration, but only after disabling wobbly windows from the desktop-effects capplet. Stephane, you could confirm this is the case also for you by following these steps: 1) launch desktop-effects and disable compiz. Quit desktop-effects. 2) Run the following commands to reset your compiz configuration: gconftool-2 --recursive-unset /apps/compiz gconftool-2 --recursive-unset /apps/gwd 3) Launch desktop-effects again and enable it.
