It happened to me that software center freezes when i am installing with
apt-get and slow for a moment. After queue some programs to
install/desintall it hold (more than 25 different programs). but never
when after i started the computer
Doesn't seem to be a way to test it in other computer easily. Could you
try to describe what you do exactly after start the computer, maybe we
could reproduce it.
