Thanks for reporting this bug and any supporting documentation. Since
this bug has enough information provided for a developer to begin work,
I'm going to mark it as confirmed and let them handle it from here.
I can confirm this issue using Xubuntu 10.10. I installed Xubuntu,
updated, restarted, installed "gnome-orca", and restarted. Starting orca
in terminal allowed me to set up preferences in it. Adding orca to
sessions and startup allows orca to start on login. The only thing orca
is doing is giving "welcome to orca" after login. It does not read
anything on the screen.
