better. Performing a GNOME netapplet bug search via:

yields no mentioning of this issue. However, a cursory treatment of this
bug indicates regular users cannot change network settings as
intentional for security purposes. Despite this, the next step is to
create and link an upstream bug via:
https://bugzilla.gnome.org/enter_bug.cgi and mark this bug's status to
New.
