Not sure I understand the difference between a merge and a straight sync, but yes the package is exactly the same as the package in Debian/experimental with the version number difference.
Project policy is to not release a "final" without it having been a release candidate for a while. Hence the first final stable (patch number 0) should always be the exact same as the last release candidate in the cycle. Proper version number is a nice to have indeed, Andreas.
