I have done some further investigation on Edgy.
After removing the cache file /var/cache/cups/ppds.dat it runs much faster now, 
from minutes to 14 seconds.
It would be nice to have a command to enforce the recreation of the cache file.

$ time lpinfo -m > /dev/null

real    0m7.124s
user    0m0.748s
sys     0m0.220s

with following foomatic-db and static PPD packages installed:

When adding a printer in CUPS webinterface it takes 7 s to load the
manufacturer list and again 7 s to load the model list for a
manufacturer (indepent of the manufacturer selected). So it takes 14 s
to setup a printer on my Athlon XP 1700+, which is acceptable.

After removing some unnecessary foomatic-db and static PPD packages we
can even reduce this by about a second:

$ time lpinfo -m > /dev/null

real    0m6.286s
user    0m0.392s
sys     0m0.128s

with following packages installed:
$ dpkg -l "foomatic-db*" "*ppd*" "cupsys-driver*" | grep ii

It would be nice if other people that have Edgy installed could tell how
long it takes on their computers.
