As with Unity 10.10, the running arrow has been changed to become blue
when a window is urgent. This, together with the icon also having a glow
around it, shows persistent urgent hint.
For global "there is something urgent in the launcher", there is another
bug tracking that the home button should also have a blue glow on it.
