I use the following command which I put in /etc/rc.local so I don't have
to enter it again after every reboot:

wondershaper eth0 500000 500000

Probably there would be more suitable values but it seems that those worke 
quite fine for me.
As stated above, it limits my downspeed traffic to around 40 Megabytes per 
second. Still the upload speed seems to be affected in a  'stronger' way I 
don't fully understand yet...

(In my case, the home partition luckily is local)
