Affecting me too (ubuntu 10.04)
I'm fairly sure it wasn't happening a month or two ago, so perhaps it is being 
triggered by some icon I've added.

After a normal resume the icons are a bit slow in coming up, 5-10
seconds.

However if I suspend, unplug the network cable, then later resume
without the network: it will sit there without icons and unresponsive
for ages. I've now started killing it as soon as it happens, then after
10-30 seconds a new working panel comes up.

I wonder if it is related to https://bugs.launchpad.net/ubuntu/+source
/gnome-panel/+bug/418881 where they suggest a remote location icon might
be the cause. If so, to echo that poster's comments, how to find out the
problem icon, and how to shorten the timeout?
