Thank you for taking the time to report this bug and trying to help make
Ubuntu better.
Please try using fuser -v to return the process locking process
/var/cache/debconf/config.dat (if any). Kill the offending process and
try performing the install again.
More often than not this is only a transient situation and fuser will
return nothing. Simply performing the update again should solve this
issue.
