Ok this is a fresh 32-bit 10.10 install,

alsa-info1.txt... is right after log in
alsa-info2.txt... is right after slight movement of volume slider

Some new info, I tried experimenting some more and found un-muting
"Alert Volume" and checking the "Enable Windows and Buttons Sounds"
causes all "Alerts" to be unaffected by the bug even after a reboot.
Unfortunately all other sound is still effected.
