This is unlikely to be xkeyboard-config but we can leave it filed here for now.
Please follow the guide at https://wiki.ubuntu.com/Hotkeys/ to narrow down where the support for the hotkeys is missing. Also, note that there is a design limitation in X11 where only a total of 128 keys can be handled between X clients and the server, which sometimes limits the breadth of support X can provide for hotkeys, which often means newer special keys couldn't be enabled even if the kernel supports them.
