qtexengine is in the NEW queue, and has been for about two weeks [1, 2]. There is a two+ month backlog because of squeeze's release. I've been working with Gudjon (Debian's qtiplot maintainer) to get the new versions of qtiplot with qtexengine. If anyone is interested in packaging the new dependencies for 0.9.8.4, let me know - I can sponsor it into Debian. It takes some time (weeks) to get new packages into Debian and Ubuntu, so those new libraries will probably delay the 0.9.8.4 qtiplot releases for some time.
I quickly looked at the libraries, they look legal (GPL-2) and with a good build system. There aren't any RFP or ITPs on them, so it looks like no one is working on them yet.
