I've uploaded the patch that fixes the usage of kbd_mode -u in console-cyrillic, see bug 520546 Hopefully the patch fixes the bug.
However, there seems not much sense in installing console-cyrillic in the first place. Most of its functionality is available from console- setup package, which is installed as part of even minimal Ubuntu system.
