I found out it is the gnome themes that are partly causing the bug. I tried installing openSUSE 11 Gilouche. With that theme selected and suspending then resuming from the power button it works, but even with that theme if I resume from the keyboard keys "Ctrl F1", (set in the BIOS) it fails to resume. Any other gnome theme that comes with Ubuntu or I install from Ubuntu repositories, I get the bug even resuming from the power button.
