No it never did. I highlighted the key I made after rebooting and in the 
bottomright pane it says: "This key has no schema".
I tried this command to see if I have policy kit authorization to suspend:

cebif@cebif-desktop:~$ polkit-auth | grep power-management.suspend
polkit-auth: command not found

I then tried the command to see if HAL is telling g.p.m that the
computer can suspend:

cebif@cebif-desktop:~$ hal-device | grep power_management.can_suspend
  power_management.can_suspend = true  (bool)
  power_management.can_suspend_hybrid = true  (bool)

That looks alright.
