Hi,
I tried in a GNOME-Panel session ("Ubuntu Classic Desktop"), but the
problem does not occur. Menus appear to work fine, to show without any
need to scroll something.
I thought the cause may have been screens alignment. I use to put both
screens side by side, and the 1366x768 one is aligned with the bottom of
the larger one. I went to gnome-display-properties and, this time, I
aligned the smaller screen with the top of the larger screen. I logged
ou / logged in, but it does not seems to affect anything. The issue
persists.
