A valid issue, but marked as 'Won't fix' because requested solution is
the wrong way around.

We don't want to make Notifications less noticeable,  the purpose of
notifications is for them to be noticed ;-)  Also if they become don't
pop out as far it will be harder for  the user to click on.

The correct solution is to decrease the frequency of the notifications.
Applications only issue notifications when there is a valid reason for
doing so.  Applications issuing too many notifications for non-urgent
tasks is a bug that needs to be reported to the application authors.
