No, it shouldn't. Title/chapter selection from the open dialog is meant
for precise "cut" of the media, and is particularly useful for
recording, conversion or streaming. This is working as it is supposed
to.
For what you want to do, you need to use the navigation menu ONLY and
leave the open disc dialog fields unset.
