When this happens, it seems to happen to a few applications at once here. The global menu shows only the 'File' menu item for gnome-terminal and evolution (and others) and it disappears completely for Firefox. But it doesn't necessarily affect all applications that are running. The only way for me to get the global menu back then for the affected applications is to restart them.
