Well, that's just the Linux/Debian way. Whenever a server package is
installed/upgraded, it usually restarts itself. Also, this is is not a
real issue for stable releases.

It could try to save the currently active connections/leases and restore
them after restart, thus I keep this open as a wishlist bug.
