Steps to reproduce:
1. Right-click a file and select Open With Other Application
2. Select a new unassociated application to open the file
3. Right-click the file again
Result: New application not listed
4. Select any other file and then re-select the original file again.
5. Right-click the file
Result: New associated application now shows up in list
