Sometimes it happens and sometimes it doesn't. Usually I can click a link that allows you to review software. Sometimes when I install software, I must send feedback on another person's review (whether the review was helpful or not) before I get a link to add my own review. It almost seems like I am not signed in until I do something like that. Once again, it only happens sometimes.
