Your theme may be setting the opacity settings. Try the default theme
the opacity should work correctly. The setting is in
~/.themes/THEME_NAME/xfwm4/themerc comment out any line with opacity
settings.

#resize_opacity=100
#move_opacity=60
#popup_opacity=90
