Using Ubuntu Feisty Fawn RC 20070415 here, fully upgraded. As of Gaim 2.0.0 beta 6, this problem seems to be fixed, as the popup window asks the user if he wants to apply the image as background image or send it to the other peer, as you can see with the included screenshot.
