Public bug reported:

What happens: During a login session when I mute the laptop (a HP
EliteBook 2530p) and restart the laptop, the laptop stays muted until
the Ubuntu login sound starts playing - the mute setting gets lost as
soon as a sound is played.

What is expected: Mute option stays turned on.
