  Steps to reproduce:
- 1. Disable the launcher's auto-hide function: gconftool-2 --type=int --set 
/desktop/unity-2d/launcher/hide_mode 1
+ 1. Disable the launcher's auto-hide function: gconftool-2 --type=int --set 
/desktop/unity-2d/launcher/hide_mode 0
  2. Maximaze any application. (for example chromium)
  
  Expected result: The application will be bordered by the launcher and
  the top panel. (Like in Unity 3d)
  
  Actual result: The application is bordered by the top panel and the edge
  of the screen. The launcher will be on top of the application rendering
  it partly invisible.
