These seem to me like two separate issues: 1) Number of ratings from the list view differs from the one shown in the app details screen. (I can't reproduce this with software-center 4.0) 2) There are less reviews, than the number of ratings says (reported separately in bug #766951)
Could you please check if you can still see the first issue, and if yes, please report the package you can see this with?
