In addition to the original report, I've seen very similar behaviour, but without the "moving" effect when clicking an application icon of an application on a different workspace - this had no other effect than blanking the upper panel, and the requested window's drop shadow became visible on the current workspace. As reported above, it did not switch workspaces as expected. I guess this might somehow be related to the original issue reported here, yet with a slight variation in its effect. Also, I've seen this happen with maximized windows (hardly reproducible though).
