I've just upgraded from 10.10 to 11.04 and I now experience this
problem. My root partition is encrypted.  Under 10.10, the cryptsetup
password prompt was displayed, now I just get a blank screen with no
indication of what's required.  Blindly typing the password works, but
is less than ideal particularly for the less technically confident users
of the machine (this is a family machine.)

The machine is based on an Asus P5N7A-VM which uses the Nvidia GeForce
9300M chipset.  I'm using the Nvidia drivers and /etc/default/grub has
GRUB_CMDLINE_LINUX_DEFAULT="ipv6.disable=1".
