I can confirm this. Steps to reproduce:
1. Open Keyboard Preferences.
2. In Layout->Options select "Make Caps Lock and additional Super".
3. Press Caps Lock, the dash opens as should.
4. Press Caps Lock + 1 or one of the other combos, the application in question
should open but doesn't.
