When logging in, Unity GUI tool says that wireless is disabled.  never
presents any available networks.

Once it is connected, iwlist scan works, finding my  network, and a few others 
in the area.
This is fresh install of natty.   This is a regression as the same card worked 
fine under 10.10.

should this be same bug, or separate?
