Public bug reported:

Dist-upgrade from 10.10 caused X Window to stop working. It tells
something which translates as "Ubuntu using low resolution graphics",
but actually all attempts to reconfigure, correct or starting "failsafe"
eventually fail. Booting with a 11.04 CD does not reach a working X
Window system either, while 10.10 boots and starts X Window fine.

So there seems a general problem with the VGA driver for Mobility Radeon
HD 2400.
