Steps to get the network printer to print from the remote laptop.
1 - With CUPS delete printers on both the desktop (printer is USB attached) and
the laptop
2 - With CUPS ensure the desktop Server has the printers shared and published
boxes checked
3 - With CUPS ensure the show printer shared by other systems box is checked on
the laptop
4 - With CUPS add the C4180 printer to the server desktop, print OK
5 - With CUPS add the remote printer to the laptop

Nothing look different in any of the above activities above except when
I wanted to test print from the laptop I had two printer that I could
select from.

The first (HP Photosmart c4100 Series, hpcups 3.11.1) is the same
printer entry I've been getting before which gives me the "Printer not
Connected" message when trying to print.

The second and new entry (HP Photosmart c4100 Series, hpcups 3.11.1 on
192.168.1.201) works when I print.

I when through the process and added only one printer to the laptop but
got two printer entries?
