In previous versions of Ubuntu (at least all versions that have had the Ambiance theme) there was a problem with the top panel where sometimes the icons in the notification area didn't display correctly, and as a result didn't work properly. With that bug the easy workaround was to increase the panel size to 25 pixels and then decrease it back to 24, at which point the icons would be restored. Unfortunately there's no way to check if this is a related problem since the panel is now locked down - there's no way I'm aware of to temporarily change the size.
