PPAs aren't a wise distribution mechanism.  I'll update the package,
push a branch to LP and ask someone to merge it to Ubuntu.

FWIW:

$ apt-get install bzr-builddep

$ bzr branch lp:ubuntu/picard

$ cd picard; bzr merge-upstream;  ...cleanup...; bzr bd;   # test

$ bzr push lp:~ME/ubuntu/picard/NEWVERS

And propose it for merging on the web site.  Something like that.
