Your VertRefresh as is in xorg.conf limits the vertical frash rate.
Change it for the correct value of your monitor or remove it.

Identifier "Generic Monitor"
Option "DPMS"
HorizSync 28-51 --> Remove or change this for the correct value
VertRefresh 43-60 --> Remove or change this for the correct value
