bug 66689 was already public at the time this was escalated. Customer bugs are filled as separate, "security" bugs .
My interpretation of your answer is that there is something fundamentally wrong in the way *other* packages behave, which is what the customer is expecting, which we won't fix - other packages need fixing. Can you confirm this in this private bug (not in the bpublic one) ?
