I solved my problem as follows:

For the wifi working after hibernate or suspend, I applied the solution given 
by Wolfgang Kufner in
https://bugs.launchpad.net/ubuntu/+source/linux/+bug/689004
(specifically the solution described in comment # 9)

With this solution:

sudo touch /etc/pm/power.d/pcie_aspm

I got my wifi back to wake up from suspend or hibernate.

On the other side and even when turned on, the wifi connection I was sometimes 
very slow or even freeze. In this case I applied a similar solution to that 
given in
http://ubuntuforums.org/showpost.php?p=10829039&postcount=10

In my case, when I run iwconfig I found that my wireless device (wlan0)
is RALINK RT2860STA. However, when I ran lsmod I saw  loaded rt2800,
rt2x00pci, rt2860 and similars modules in addition to or instead of
rt2860sta.

To prevent this I added the following lines in
/etc/modprobe.d/blacklist.conf:

blacklist rt2800pci
blacklist rt2x00pci
blacklist rt2860

and now only loads the driver/module 2860sta and my wifi connection (for
my device RALINK RT2860STA) works now without any problems.
