And a other problem with Drop Privileges.
If you use $template ApacheRemoteCustom,"/some/path/%HOSTNAME%.log"
rsyslog can create the file, but not write to it.
To make this possible you have to change /etc/rsyslog.conf

$PrivDropToGroup syslog
To
$PrivDropToGroup  adm
