It seems like Windows Vista x64 is ok with FAT16 in EFISYS but Windows 7 x64 setup uses FAT32 alone. I don't know whether this FAT32 requirement for non-removable disk EFISYS is in UEFI 2.3 spec only or whether it was the case in previous spec versions as well.
