I've got to disagree with the upstream assessment - this is an error dialog that didn't used to appear and now does - so it's a regression.
The error doesn't have any indication of what caused it (e.g. being root) and you already get a warning saying that it's best not to run as root. And as it is, by default Ubuntu doesn't let you capture packets except as root, so it's not unreasonable to run it as root.
